I have tested this exhaustively. I set a user to level 3 and to expire in 3 minutes. A few minutes later, his level goes to zero - However, I do not get any notifications - the URL is simply not called at all.

This is for sure. If I take the URL in the API - Notification window for EOT/ DELETION and simply paste it into my browser, I get the following output in my debug log:

EOT NOTIFICATION
EOT NOTIFICATION - %%user_first_name%% %user_last_name%%, %%user_email%%

However, when the EOT actually occurs - I get nothing.

Please help - this is important - I need this to be working. Thank you.

Edit: It works as far as web site access is concerned, which is the important thing.

So fixing this is not exactly crucial - several work-arounds to this issue are evident - but it did seem surprising that it does not seem to work.
