Can this process be used with Google Checkout or just PayPal?

Sure. Leave registrations open and then in the Login Welcome Page show use a conditional where those at Level 0 (free users) will be reminded to pay for access to the content (protected at Level 1).

WP Admin -> s2Member -> General Options -> Open Registration
