after install and turn on i am getting the mesages:

set wp-content folder and wp-config.php to 755 chmod or higher.

the permissions are on 755 already, but only 777 chmod will make messages go away.

is it safe to set the wp-content folder and wp-config.php to 777?

if not - how to fix?

This is most likely a role issue. The user account which the web server runs at is not the same user that your files are stored as. Ask your host for assistance correcting this.
